The "don't touch the child" is a phrase originated from Sr Pelo's video "Underpants: True Ending". It involves Flowey stabbing Fwisk (as known in sr pelo's underpants) and Toriel trying to stop Flowey. After that, Flowey then is surrounded by the monsters in the underground. After that, Toriel then blames Asgore, and the monsters fight with him.
Flowey: I WILL KILL YOU 1 MILLION TIMES.
Fwisk: NOO AHHA (painful screaming)
Flowey: (gets slapped by toriel) EH?
Toriel: Don't, touch, my child.
