Dr.Robotnik is the famed villain of Sonic the Hedgehog, well known for constantly having his plans thwarted by the titular character. He first became a MeMe in May 2007 when Youtuber Stegblog posted a video entitled Robotnik Has a Viagra Overdose, whilst this was where it was first used, it wasn't that popular until another video appropriatly named This Video Contains Win.
