Overview
GRAND DAD is a character from a bootleg version of the 1991 NES video game "The Flintstones: The Rescue of Dino & Hoppy".
Appearance
GRAND DAD heavily resembles Mario except for some slight differences. His overalls are pink, his skin is jet white, his hair is blue, his eyes are bloodshot, and his teeth are red. He is also notably more overweight than Mario himself. In addition, he has the Kanji character for "king" on his hat instead of the classic Mario insignia.

As previously mentioned, the character is from a bootleg version of the 1991 video game "The Flintstones: The Rescue of Dino & Hoppy".
The meme was made popular by popular streamer Vargskelethor (Joel Varg Johansson) when he was streaming himself playing "shitty NES Bootlegs". His reaction was priceless and is what is considered to have even made the meme popular.
Joel was a member of community ran MCN known as “Vinesauce” which in of itself has many of its own insider memes. GRAND DAD just so happened to be lucky enough to gain popularity outside of Vinesauce.
This is probably due to SiIvaGunner, a popular youtuber known for making memes out of video game music.
SiIvagunner
SiIvaGunner is a YouTube channel that takes song from video games, replaces the melody of the song with a meme, and uploads to YouTube without it being labeled as a meme, thus tricking many people.
The meme was essentially the mascot for SiIvagunner for some time, often being in the center of attention. Fans of the channel actively watched only to see more GRAND DAD. The GRAND DAD following shrunk pretty rapidly over time ever since the Reboot series depicted him in a lesser light, showing his fanservice bringing the slow "death" of the Snow Halation meme.
Luckily, present day, SiIvaGunner has been doing alot more GRAND DAD related content.
