Tom Kenny responded to this, saying it's his favorite meme. The meme's use is commonly to imitate someone's words.

The meme originates from a SpongeBob SuqarePants episode called Little Yellow Book, aired on November 25, 2012. Squidward reads his diary finds out one of his secrets, which is "When I see plaid, I cluck like a chicken". So Squidward shows SpongeBob Mr. Krabs' plaid kilt, and he eventually begins clucking like a chicken.
